Regional Transportation Management Center

The Florida Department of Transportation’s District Five Regional Transportation Management Center (RTMC) is co-located with the Florida Highway Patrol Troop D Regional Communications Center (RCC) and the Florida Fish and Wildlife Conservation Commission Law Enforcement Unit. This state-of-the-art, hurricane-ready facility serves as the communications hub for traffic management across the nine counties of Florida Department of Transportation’s District Five. The RTMC houses more than 50 traffic management operators, signal timing engineers, and incident management specialists. Operating 24 hours a day and seven days a week, the RTMC monitors traffic and coordinates responses to incidents and crashes on 795+ miles of highways and state roads across the district. Through an agreement with the Central Florida Expressway Authority, the RTMC also provides traffic management operations for all Expressway owned roadways.

The RTMC fiber-optic network connects hundreds of closed-circuit television cameras (CCTV), dynamic message signs, vehicle detector sensors, C-V2X devices, and other intelligent transportation systems (ITS) devices. Using a proprietary Advanced Traffic Management System (ATMS) software, called SunGuide, the RTMC can publish real-time incident information to the Florida 511 system (www.FL511.com).

The RTMC stands out for its state-of-the-art technology, but its effectiveness depends on the day-to-day efforts of the trained professionals who work there. RTMC Operators dispatch Road Rangers to assist disabled motorists along with traffic-related incidents. Operators also update dynamic message signs, publish info to the state 511 system, and monitor CCTV and sensors across the district. Traffic Incident Management (TIM) Specialists are another critical position inside the RTMC. TIM Specialists are experienced in emergency response and/or emergency communications. Their primary responsibility is communications and coordination with outside emergency response partners, including Road Rangers, fire/rescue, city/county law enforcement officials, and towing companies. TIM Specialists have defined communications plans with outside emergency partners to expedite Traffic Incident Management Response plans, allowing RTMC operations staff to focus on Sunguide event management. The goal of all RTMC staff is to ensure first responder safety and improve the safety and mobility of people, goods, and services across the district.

The Regional Transportation Management Center (RTMC) is the hub or nerve center of FDOT District Five’s freeway and arterial management systems. The RTMC is operational 24/7/365. The RTMC Operations staff are responsible for monitoring traffic and roadways, dispatching Road Rangers, FHP, Safe Tow, Roadway Maintenance, and Rapid Incident Scene Clearance within the entire District Five region, and disseminating critical information to motorists through Dynamic Message Signs, Florida 511, and other resources. 

No, we do not record CCTV cameras. The cameras are used to detect and monitor incidents in real-time only.

If the camera is PTZ capable, it can be controlled from the RTMC. 

The Center does not have the responsibility, or the capability, of tracking individual motorist’s speeds. Our devices are wide beam radar detectors that do not track individual speeds. They take an average of the speed of all objects that pass through the area. 

Operators at the RTMC dispatch Road Rangers and share information with Florida Highway Patrol, Local Police, and Fire agencies, and other RTMC partners to determine incident and congestion locations. Real-time traffic information is then posted to the public through Dynamic Message Signs and Florida’s 511 Traveler System.

TIM Specialists assist with the direct coordination of incident response with local, state, and federal responders to effectively manage large-scale events that effect Florida’s roadways. They also assist RTMC Operators and make high-level decisions during an emergency event. These  A TIM Specialists is on call 24/7/365 days a year.
