Rapid Incident Scene Clearance
RISC, or Rapid Incident Scene Clearance, is a highly innovative program that supports Florida’s Open Roads policy goal of safely clearing major highway incidents and commercial vehicle crashes in 90 minutes or less. FDOT’s RISC program was the first of its kind in the United States and similar programs have since been adopted by many other states.
RISC is an incentive-based program that allows the district to contract with vendors who have specialized equipment and operators. These vendors have the responsibility of responding to major highway incidents within 60-minutes, with an extensive list of specialized equipment. Once on the scene and given the notification to proceed by the investigating or emergency response agency, the vendor has 90-minutes to clear the roadway and open all travel lanes.
Because large-scale commercial incidents may involve trailers or cargo that is damaged and/or spilled onto the highway, RISC vendors are required to have specific equipment on hand or readily available, 24 hours a day/7 days a week, to respond to these incidents.
